States that Conduct Employer Demand Surveys of RNs

Health care organizations and leaders need timely data about the demand for workers in their regions in order to develop education policy, recruitment strategies, and create long-term workforce development plans. One approach to collecting such data is to conduct surveys of health care employers, such as hospitals, nursing homes, and community health centers. The National Forum of State Nursing Workforce Centers has recommended that states regularly survey employers, and has developed a basic set of questions that should be asked in such surveys. Relatively few states have conducted employer surveys.

To support states interested in collecting data from nurse employers on the demand for nursing personnel, UCSF has collected information about the data collection strategies being used by states. This “toolkit” includes links to survey questionnaires, reports, and contact information for state leaders who can help others develop their own data collection strategies.

Roles: UCSF fields a survey of chief nursing officers, focused on their perceptions of the labor market, expectations for hiring and the characteristics of new graduate training programs. HASC conducts a survey of human resources directors, focused on staffing data, current headcounts, new hires, separations, and vacancies. HealthImpact conducts a survey of new graduates on employment status, employment settings, and reasons for unemployment.

Roles: This initiative was part of a grant from the Robert Wood Johnson Foundation to explore barriers to practice for advanced practice RNs (APRNs) in Idaho. Hence, it was a survey of APRN employers. The employers that were surveyed came from an initial survey sent to all APRNs in Idaho. The grant came to IALN, which awarded a sub-grant to Boise State University. The IBN authored the outreach letters and supplied the database of APRNs, and the IDL was involved in data cleaning and merging data with employment records.

Promoting Nursing Education in Kansas is a sub-group of the Kansas Action Coalition. The Kansas Action Coalition is a grassroots initiative to implement the eight recommendations in the 2011 Institute of Medicine's report: Future of Nursing: Leading Change, Advancing Health. It is a statewide initiative represented by nurses and non-nurses from diverse healthcare settings.

Roles: The Montana Office of Rural Health & AHEC coordinates the Montana Academic Progression in Nursing (APIN) grant that focuses on increasing the number of BSN prepared nurses to 80% by 2020. Staff from the Montana Hospital Association and Board of Nursing also help work on the APIN project. The Nurse Employer survey was conducted by the Montana Hospital Association in order to collect baseline data on nurse hiring policies and preferences of Montana hospitals. The survey was conducted via telephone interviews.

Organizations involved: The Texas Center for Nursing Workforce Studies administers the nurse staffing studies (we have 4 independent surveys). We do have task forces comprised of a number of stakeholders who help provide feedback on the survey instrument, reports, and assist with encouraging facilities to respond.
